Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth for suspected robbery and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.

These detentions come after a probe into an assault at the multi-level parking garage at Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a car park lift.

A three-year-old girl was among the those hurt during the incident. A total of five individuals went to hospital for medical care and have since been released.

Police detained a man in his thirties for suspected theft and assault close to the scene. He has since been released under investigation as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT following reports of several individuals injured by an irritating chemical believed to be an irritant spray.

The attack - which authorities stated was a standalone incident and not being treated as an act of terror - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 car park for a short time.
